Bottom line

TRICARE Prime and TRICARE Select represent the two primary ways to receive military healthcare.

* **Lowest Cost:** **TRICARE Prime** is the winner, offering $0 out-of-pocket costs for active duty members and low, fixed copays for others. * **Most Flexibility:** **TRICARE Select** wins, as it allows you to see any TRICARE-authorized provider without a referral. * **Best for Families:** **TRICARE Prime** is usually best for families on a budget who live near military installations; **TRICARE Select** is better for families who want to keep specific civilian pediatricians or specialists. * **Best for Retirees:** **TRICARE Select** is often preferred by retirees who value choice and don't want to manage the primary care manager (PCM) referral process.

When to choose each

### Choose TRICARE Prime if... You want the lowest predictable costs and live near a military treatment facility (MTF) or in a "Prime Service Area." It functions like an HMO. You are assigned a Primary Care Manager (PCM) who coordinates all your care. If you don't mind needing a referral for every specialist visit in exchange for zero or very low copays, Prime is the most economical choice.

### Choose TRICARE Select if... You want maximum flexibility and behave more like a traditional PPO user. Under Select, you don't have a PCM and you don't need referrals for specialists. This is ideal if you live far from a base, have an established relationship with a civilian doctor who isn't in the Prime network, or simply want to manage your own healthcare without "gatekeepers." You will pay higher out-of-pocket costs (deductibles and copays) for this freedom.

Switching between them

You cannot switch between Prime and Select at any time. You are generally locked into your choice for the calendar year unless one of two things happens:

1. **TRICARE Open Season:** This occurs annually from mid-November to mid-December. Any changes made during this time take effect on January 1st of the following year. 2. **Qualifying Life Event (QLE):** If you experience a major life change—such as marriage, birth of a child, retirement from active duty, or a PCS move—you have 90 days from the date of the event to switch plans.

If you miss the Open Season window and do not have a QLE, you must wait until the next year's Open Season to change your coverage.
