## Quick answer Standard TRICARE plans do not cover biological or adoptive parents or parents-in-law. However, if a parent is officially recognized as a "service-connected dependent" by the Department of Defense, they may access care in military hospitals on a space-available basis and are eligible for the TRICARE Plus program.

Contrary to how private employer insurance works, you cannot simply add a parent to your TRICARE Prime or Select plan. To receive any military medical benefit, the parent must first be legally recognized as a dependent.
### Step 1: Establishing Dependency The service member must prove they provide more than 50% of the parent’s financial support. This process is handled by the Defense Finance and Accounting Service (DFAS) or the respective service branch's finance office, not by TRICARE. Documentation usually includes proof of income, household expenses, and residency.
### Step 2: Military Hospital Care (Space-A) Once a parent has a valid Uniformed Services ID card identifying them as a dependent, they are eligible for "Space-Available" care. This means they can see providers at a Military Treatment Facility (MTF) only if the facility has open appointments after all active duty members and scheduled TRICARE Prime enrollees are seen. * **Cost (2026):** Generally, there is no cost for outpatient care at an MTF, though small daily subsistence fees apply for inpatient stays. * **Limitation:** There is no coverage for civilian "community" doctors. If the MTF is full or does not offer a specific specialty, the parent must use Medicare or private insurance.
### TRICARE Plus TRICARE Plus is a primary care enrollment program specifically for dependents like parents and parents-in-law who are not eligible for TRICARE Prime or Select. * **Benefit:** It allows the parent to have a primary care manager (PCM) at a military clinic and book appointments at the same priority level as TRICARE Prime members. * **Cost:** No enrollment fees or out-of-pocket costs for primary care at the MTF. * **Restriction:** It does not cover specialty care or outside civilian care. Enrollment is purely at the discretion of the MTF Commander and is often closed at high-volume facilities.
### Pharmacy Benefits Dependent parents with a valid ID card can fill prescriptions at military pharmacies for free. They can also use the TRICARE Pharmacy Home Delivery (Express Scripts) or retail pharmacies, but they generally must pay the full out-of-pocket cost unless they are also eligible for Medicare.
## Who this affects * **Active Duty Service Members:** Can sponsor parents for ID cards/Space-A care if dependency is proven. * **Retirees:** Can sponsor parents for ID cards/Space-A care if dependency is proven. * **National Guard/Reserve:** Eligible if on active duty orders for more than 30 days. * **Parents/Parents-in-law:** Must be legally secondary dependents.
