### TRICARE Overseas Program (TOP) Prime This plan is available to Active Duty Service Members (ADSMs) and their command-sponsored dependents. * **Eligibility:** You must be on active duty and living in an overseas location. * **Command Sponsorship:** To get the lowest out-of-pocket costs and priority access to care, family members must be "command-sponsored."
