## Quick answer TRICARE Retired Reserve (TRR) is a premium-based health plan available worldwide for "Gray Area" retirees—National Guard and Reserve members who have qualified for retirement and have retired from their service, but are not yet age 60. It provides comprehensive medical coverage for these retirees and their families until they reach age 60 and become eligible for TRICARE Select or TRICARE Prime.
Details
TRICARE Retired Reserve is the bridge for members of the Retired Reserve who are under age 60. Because these "Gray Area" retirees do not yet receive military retired pay, they are not eligible for the standard retiree TRICARE plans (Select or Prime) until their 60th birthday.
Unlike active duty or standard retiree benefits, TRR is not subsidized by the government; members must pay the full cost of the premium.
### Eligibility Requirements To purchase TRR, you must meet the following criteria: * You are a retired member of a Reserve Component who is qualified for non-regular retirement. * You are under age 60. * You are not eligible for or enrolled in the Federal Employees Health Benefits (FEHB) program.
### 2026 Costs and Premiums Because TRR is a premium-based plan, you pay a monthly premium to maintain coverage, plus annual deductibles and cost-shares (copayments) for care.
* **Monthly Premiums (2026 Rates):** Varies by plan year — check TRICARE.mil for current rates. (Note: For historical context, 2025 rates were approximately $600+ for individuals and $1,400+ for families per month; 2026 rates are typically adjusted annually on January 1st). * **Deductibles:** You must meet an annual deductible before TRICARE begins to pay for covered services. * **Catastrophic Cap:** There is a maximum "out-of-pocket" limit you will pay per calendar year for covered services, protecting you from extreme financial hardship.
### How Coverage Works TRR functions similarly to **TRICARE Select**. You have the freedom to manage your own health care: * **Provider Choice:** You can visit any TRR-authorized provider, but you will pay lower out-of-pocket costs if you use a network provider. * **No Referrals:** You generally do not need a referral for most outpatient services. * **Regional Management:** Your coverage is managed by **Humana Military** in the East Region and **TriWest Healthcare Alliance** in the West Region. * **Pharmacy:** Includes the TRICARE Pharmacy Benefit managed by **Express Scripts**.
### The Age 60 Transition Coverage under TRR automatically ends when you turn 60. At that point, you become eligible for standard TRICARE retiree benefits (TRICARE Prime or TRICARE Select), which have significantly lower costs because they are no longer full-premium plans. To ensure no gap in coverage, you must take action to enroll in a retiree plan upon reaching age 60.
## Who this affects * **Retired Reserve Members:** Those who have finished their service but have not yet reached age 60 ("Gray Area"). * **Family Members:** Spouses and children of qualified TRR members. * **Survivors:** Surving family members of a sponsor who was covered by TRR at the time of death may be eligible to continue coverage until the sponsor would have turned 60.
