## Definition TRICARE Retired Reserve (TRR) is a premium-based health plan available worldwide for qualified members of the Retired Reserve who are under age 60 and not eligible for the Federal Employees Health Benefits (FEHB) program.
## What it means in practice TRR is specifically designed for "gray area" retirees—National Guard and Reserve members who have qualified for retirement and receive a "20-year letter," but are not yet age 60 and therefore not yet eligible for regular retired pay or standard TRICARE retiree benefits. Because this group does not yet receive retired pay, the government does not subsidize the premiums; members must pay the full cost of the plan to participate.
In practice, TRR functions similarly to TRICARE Select. Members have the freedom to visit any TRICARE-authorized provider, although out-of-pocket costs are lower when using network providers. You do not need a referral for most specialty care, but some services may require prior authorization from your regional contractor (Humana Military in the East or TriWest in the West).
For 2026, TRR is an expensive but comprehensive option compared to commercial individual plans. For example, in the 2026 plan year, monthly premiums are **$615.13 for an individual** and **$1,514.88 for a family** (note: these rates typically adjust every January 1st). In addition to premiums, members are responsible for annual deductibles and cost-shares. Once the member reaches age 60, they typically transition out of TRR and become eligible for TRICARE Prime or TRICARE Select at the much lower "Retiree" rates.
